I think it’s just been made to look like a tree. A tree having been sawn down and debarked would definitely not survive being turned into a utility pole.
Notice it has two different types of branches on it. Looks like leaves and needles.

The pole is dead, but two different vines climbed it and branched out.
That does make sense
